[1] The Direction off Activities

 In each of the urban and rural prefectures over 40 drug abuse prevention workers are commissioned with promoting drug abuse prevention activities. Nationwide, the total is approximately 20,000 people.

 In addition, people from the Lions Clubs, the Drug Abuse Prevention Committee of the Rotary Club, crime prevention associations, rehabilitation workers, pharmacists, and various other volunteer organizations are at work locally.
 The foundation of drug abuse prevention action is to disseminate correct information through educational activities for the purpose of timely prevention and so encourage the growth of an environment around us which will not tolerate drugs. In short, this is the construction of a communication society. What do we mean by "construction of a communication society" ? It is the creation of cooperative relationships between people and, by extension, the growth of mutual trust and reliance. When people have a feeling of trust, when they have self-confidence, and when their expectations of other people's humanity are raised, these conditions will build a bright, livable community filled with self-confidence. Acting in a guidance capacity, workers and activists must passes the three forms of trust: trust, reliance, and self-confidence. In addition, they must respond to matters referred to them by the local residents on the basis of the stability, safety, and peace of mind of local community life. Modern society is changing convulsively, and it is necessary to guide the community with a grasp and consideration of the currents of charge. This is vitally important. It is also important that the whole country be aware of movements in the world and swiftly take those things which should be adopted and incorporate them into the foundation of our activities. For example, it is important to use using the information contained in the newsletter published by this Center and other souses, to take methods from other regions into one's own and periodically examine the scope and territory of one's activities. As mentioned previously, distributing pamphlets and requesting the display of posters is effective, and small group meetings can also be held if the occasion arises.

 If this kind of activity is jointly planned nationwide and data gathered on hundreds of thousands of people, the true state of the drug abuse problem can be grasped. Then the necessity of countermeasures and implementation of effective policies can be considered.


[2] Implementation of Daily Activities

 The first step for every one's action is to test and gain an accurate grasp of one's local community. At this stage, investigation of the existing situation becomes necessary, but the basic rule is always to start close to home. Next, the spreading of the circle of activity becomes an important point. The firm expansion of the forum of communication causes a solid buildup of energy for action, which will then spread with your campaign, as with Center's.
 This action can create an organization which will support your work, and, once this foundation has been laid, failure will not occur easily.

The reason for this is that the use of exclusionist or negative educational materials serves no purpose in a campaign aiming for constructive action, and, when they are used, their regressive nature will prevent the campaign from making progress.

[3] Beware of the Press the Mass Media !

 The press and mass media have an unimaginable influence which can produce results beyond reason. This does not mean that the mass media should be rejected and they are nothing to fear. In times like these, it is necessary with your own network and check and recheck the accuracy and true meaning of information before handle it. If the wonderful energy of the mass media is harnessed appropriately, the results can be exceptional.


[4]Build Communication from a Base Near You

 The fundamental idea is to build communication from the place nearest to you. Simply put, it is important to start from within your home. If your activities are not recognized inside your home, there is no hope of them gaining support elsewhere. If the significance of the kind of global action discussed earlier is not driven home, it will carry inherent difficulties which will leads to its failure.

 The origin of this campaign is at the grass-roots, and the heart of it is in each of you.

The massing of your energy and the success of your work will create a bright, livable community, so you must all put pride and self-confidence into your endeavors. Then, day by day, you will come to strive for your campaign , and so a natural, healthy campaign will be pushed forward. Your day-to-day activities certainly must not be a negative job, halfheartedly done. It has to be said that it is important to pay some attention to self-management.


[5] Drug Abuse Prevention Activities are a Step Toward Making an International Contribution

 The drug abuse problem is deep social ill facing all the people of the world, and, even in Japan, which is in a relatively favorable condition to many countries of the world, a stimulant (Phiropon) spread in the period immediately after World War II. With the recent boom in international interchange, the smuggling of drug is increasing rapidly. The polluted wave of drug is advancing on us in many forms, and Japan does not have any special immunity which will allow it to escape. Now more than ever, it is necessary to vigorously tackle the drug abuse problem as part of our duty as world citizens. This will be a real step towards an international contribution. One international contribution which we can make immediately is to promote anti-drug abuse educational activities to help solve the drug abuse problem and to cooperate in the building of a drug-free social environment.


[6] The "No, absolutely No!" Publicity Campaign and The "No, absolutely No!" U.N. Fundraising Campaign

 The Ministry of Health and Welfare, local governments, and the Center have chosen the month from June 15 to July 14 (including June 26, International Day against Drug Abuse and Illicit Trafficking) as the period for the "No, absolutely No!" Publicity Campaign and the "No, absolutely No!" U.N. Fundraising Campaign in support of the "United Nations Decade Against Drug Abuse" (1991 to 2000). This campaign aims to prevent drug abuse through the dissemination of factual information on the problem and to promote the growth of a social environment free of drug abuse through the development of a citizens' movement. At the same time, it is hoped that the participation of young volunteers will encourage the healthy growth and upbringing of the young. From building people to building towns and moving on toward the coming 21st century , this is first step.


[7] Hope for the Fruition of Educational Activities for Drug Abuse Prevention

 A new social order can be seen forming, and the social environment is changing radically in many directions. The drug problem, which is the most prominent negative aspect of this modern society, is being resolutely tackled, so it is one of the foreerunners of change. Therefor, there are occasions when the waves of this revolution cannot be predicted, and all that can be done is to ride out the storm and go forward with a constant eye on the new situation. In this kind of situation, however, it is not possible for you to face this alone and understand everything, You will naturally encounter difficult dilemmas, and, in your capacity as a leader, it is your duty to approach the solution of these problems through the effective cooperation and aid of your network and the pooling of ideas. You have a responsibility as a leader in your community.

 If this kind of local activities in your region spreads and overcomes all difficulties, a safe and peaceful social environment will be brought about and stability will be maintained. When the difficulty of coming to grips with the drug problem and the arduousness of the campaign are overcome, your labors will bear fruit. The energy to eliminate social ills lies within any activity.

 Without your kind of individual activity, this campaign will never bear fruit.

 In the end, the way to victory is day by day, one step at a time. In this, the most important thing is to have the trust in and reliance on others and confidence in yourself to achieve your aims.
